In the USA, unlike in New Zealand, incidents of bullying are exposed and often subjected to criminal investigation, promoting both awareness and accountability. While it is true that others can't generally be responsible for someone's mental health, it is also true that bullying in some cases should be treated as criminal behaviour, in particular when it leads to loss of human life and it was the result of targeted, persistent harassment of someone in a vulnerable position.
Mocking and harassing someone who is homeless is cruel, inhumane, and disgusting—not just morally wrong. It also carries legal consequences, making it subject to lawsuits and compensation for victims. In this case, the father of the deceased should seek compensation and fines against the perpetrators.
A criminal investigation could determine intent or manslaughter and serve as both a deterrent and a means of justice for the victim.
